Despite passage of the federal budget bill containing Medicaid reform, negotiations over program spending levels and policy decisions have slowed as Congress and the White House attempt to reach a compromise following a presidential veto of the federal budget legislation Dec. 6.

Negotiators have been unable to agree on the amount of budget savings that should be achieved by curbing Medicaid program growth. Also at issue is whether to hand the Medicaid program over to the states or retain federal control and the guarantee of coverage to all who are eligible.
