Universal health insurance coverage for children, including adolescents: Access to quality health care for all children requires insurance, whether publicly or privately financed, that is free of means testing; provides uniform eligibility and age-appropriate benefits; ensures access to pediatric generalists, medical and surgical pediatric subspecialists; appropriately reimburses pediatricians for their time and expertise; and provides administrative simplicity. The current patchwork of insurance plans must be replaced by a rational health care system that balances equity, cost and quality, and eliminates financial barriers for uninsured and underinsured children. Universal coverage will foster continuity of care in the medical home, a vitally important component in quality health care for children.
