The Centers for Medicare & Medicaid Services (CMS) is reviewing comments on a proposed rule outlining a second set of “meaningful use” criteria that physicians and hospitals must meet to qualify for incentive payments to implement electronic health records (EHRs). The final rule is expected to be published by early fall.

>The first set of criteria, known as stage 1, took effect in 2011. The aim was to get eligible professionals (EPs), eligible hospitals and critical access hospitals to start putting key clinical data into an electronic format. Under the proposed rule, stage 2 will require EPs to gather clinical quality measures (CQMs) from Jan. 1 to Dec. 31, 2014, and submit them between Jan. 1 and Feb. 28, 2015.
