Vince L. Hutchins, M.D., FAAP, was among a group of top federal employees recently honored by President Bush as a winner of the 1989 Presidential Rank Awards.

Hutchins, of Silver Spring, Md., is deputy director of the Bureau of Maternal and Child Health and Resources Development, Health Resources and Services Administration.

The Presidential Rank Awards recognize excellence in the federal government's Senior Executive Service (SES) and are given annually to federal managers for extended exceptional performance in government.
