Speaking for the first time as the Academy's 1989-90 president, Birt Harvey, M.D., called on government, physicians and children's advocates to formulate a "national child health policy."

"A child health policy won't be achieved easily," Dr. Harvey said during a speech at the AAP Annual Meeting, "but we must work toward the goal of creating a federal administrative agency of children's health affairs — of children's affairs."
