"The rights and privileges of children should be more than slogans in an election campaign. In Norway, we have an ombudsman for children who has access to the highest levels of political decision-making. This access is needed to translate cliches into action. The needs of children should, to a much greater extent than they are in most countries, be considered when all major policy decisions are made, whether they be in housing, the environment or health."
