Massachusetts' decades-old universal vaccine distribution system may offer a microcosmic preview of what could occur under the Clinton universal vaccine distribution proposal.

The state purchases vaccine through block grants and distributes immunization materials to physicians. Peter Rappo, M.D., FAAP, said he, like other Massachusetts physicians, submits a monthly record of immunizations to the local board of health for replacement of the exact amount of vaccine used.
