The precertification process is used as a cost-effectiveness tool for the control of hospital admissions, utilization, and medical facility expense. This "tool" must be used with care, concern, compassion, and with the clear objective of not denying needed care for pediatric patients.
Children respond to illness and accident situations differently than adults. They develop critical symptoms more rapidly and often cannot communicate the severity of their illness appropriately.
