A new category of codes for prophylactic services (Z29) has been approved for addition to International Classification of Diseases, 10th Revision, Clinical Modification (ICD-10-CM) for implementation on October 1, 2016.

Currently, there is no specific code for prophylactic topical application of fluoride. The US Preventive Services Task Force recommends that primary care clinicians apply fluoride varnish to the primary teeth of all infants and children starting at the age of primary tooth eruption (grade B recommendation). Current Procedural Terminology (CPT®) code 99188 (application of topical fluoride varnish by a physician or other qualified health care professional) is used to report this service, but a corresponding diagnosis code was limited to Z41.8 (encounter for other procedures for purposes other than remedying health state).
