The time has arrived to consider whether the health of the 60,000,000 children in this country constitutes such a problem.

Tremendous opportunities are now emerging for the advancement of health in this country.

The exact proposal set forth here may not be the only approach to assure the best possible health care for America children. But, hopefully, it is clear and based upon principles that are generally acceptable. Finding the best solution demands the efforts of all of us concerned with child health care.

The children of America continue unknowingly, but clearly, to depend upon the American Academy of Pediatrics for health leadership. Participation in legislation and program developments affecting child health, especially to maintain the high standards without which dollars are meaningless, is a vital responsibility which the Academy will surely meet.
