It has been no easy matter transforming thinking within the space agency. . . convincing scientists and engineers that they had to find less expensive ways of operating or resign themselves to little or nothing at all.

This has been a deep, cultural change. . . People had been used to the idea of a full comprehensive approach to each mission. They planned each mission with the fear that it's the last bus out of town and everybody's got to get aboard with every conceivable instrument.
